แม้ว่าในปัจจุบันกระบวนการดำเนินการของภาครัฐส่วนใหญ่จะมีการออกคู่มือประชาชน (ตาม พ.ร.บ.อำนวยความสะดวกฯ) ซึ่งบอกระยะเวลาในการดำเนินการแต่ละขั้นตอนอย่างชัดเจน แต่การขออนุญาตต่าง ๆ ก็ยังคงเป็นหนึ่งในอุปสรรคต่อการประกอบธุรกิจของคนกรุงเทพฯ เพราะในบางครั้ง กทม.ยังไม่สามารถดำเนินการได้ตามที่คู่มือประชาชนกำหนด เช่น การขออนุญาตก่อสร้าง [1] ซึ่งกำหนดระยะเวลาในการดำเนินการรวม 45 วัน แต่ในบางครั้งสำนักงานเขตใช้ระยะเวลาในการพิจารณาเกินจากที่กำหนดโดยไม่ได้มีการแจ้งเหตุในการขยายให้กับประชาชนได้รับทราบ

ดังนั้น กทม.จะพัฒนาระบบติดตามการขออนุญาต (tracking system) โดยเฉพาะในกระบวนการที่เป็นการบริการประชาชนของ กทม. เช่น การขออนุญาตก่อสร้าง การขออนุญาตประกอบกิจการที่เป็นอันตรายต่อสุขภาพ และการขออนุญาตติดป้ายโฆษณาในที่สาธารณะ เป็นต้น โดยระบบที่พัฒนาจะแสดงสถานะความคืบหน้าในการดำเนินงานแต่ของขั้นตอนของ กทม.เปรียบเทียบกับเวลาที่กำหนดไว้ในคู่มือประชาชน เพื่อสร้างความโปร่งใสและผลักดันให้ กทม.สามารถบริการได้ภายในกรอบระยะเวลาที่กำหนด

Details

While government agencies are required by the Licensing Facilitation Act to publish licensing manuals, providing detailed information such as the exact time each step in the process of license approval would take, application for license is still one of the major problems hindering prospective entrepreneurs from starting their business, as in practice, the BMA agencies are usually unable to meet the timeframe set in the manuals. For instance, application for construction permit takes 45 days to be issued according to the manual [1], but in a lot of cases, the district offices take longer than the designated period, without any explanation as to what causes the delay.

To solve this, the BMA will develop tracking systems for government services for the public such as application for a construction permit, a license for business detrimental to health, a permit for installment of commercial signs in public, etc. The system will provide information on the status and progress of the application process as compared to the timeframe set out in public licensing manual in order to ensure transparency and punctuality of BMA operations.
