  - พื้นที่ในการรับฟังเสียงและความคิดเห็นของคนรุ่นใหม่

  - ได้โครงการที่ดำเนินการโดยคนรุ่นใหม่เพื่อคนรุ่นใหม่

โครงสร้างการมีส่วนร่วมในการพัฒนาเมืองของคนรุ่นใหม่ในปัจจุบันมีการดำเนินการผ่าน 

  - สภาเด็กและเยาวชนกรุงเทพมหานคร ซึ่งประกอบด้วย ประธานสภาเด็กและเยาวชนเขต ตัวแทนจากสถาบันการศึกษาใน มัธยม อาชีวะ และอุดมศึกษา และ ผู้แทนจากกลุ่มเด็กและเยาวชน) และ 

  - สภาเด็กและเยาวชนเขต (เปิดรับสมัครจากเด็กและเยาวชนในพื้นที่) ซึ่งมีสมาชิกตั้งแต่ระดับมัธยม ไปจนถึงอายุไม่เกิน 25 ปี 

ทั้งสองสภามีหน้าที่ เช่น เสนอความเห็นต่อคณะกรรมการเกี่ยวกับการปฏิบัติงานของหน่วยงานของรัฐและองค์กรเอกชนหรือองค์กรชุมชนที่เกี่ยวข้องกับเด็กและเยาวชนในเขตและจังหวัด [1] 

แม้สภาฯ จะมีจุดมุ่งหมายในการจัดตั้งที่ดี แต่ในแนวทางการปฏิบัติยังพบปัญหาในบางประเด็น เช่น เด็กและเยาวชนอีกหลายกลุ่มยังขาดการรับรู้เกี่ยวกับสภาเด็กและเยาวชน การดำเนินการของรัฐในมิติที่เกี่ยวข้องกับเด็กและเยาวชนไม่ได้นำสภาเด็กและเยาวชนเข้ามาเป็นส่วนหนึ่งในการคณะทำงาน และงบประมาณที่ถูกจัดสรรให้บางส่วนไม่ได้มาถึงโครงการที่ถูกพัฒนาโดยสภาเด็กและเยาวชน

ดังนั้น เพื่อสร้างรูปแบบการทำงานของ กทม. ที่มีส่วนร่วมและมีพื้นที่ให้เด็กและเยาวชนได้แสดงออกและให้ความคิดเห็นอย่างเป็นระบบ กทม. จะดำเนินการดังนี้

 1. สื่อสารให้เด็กและเยาวชนในพื้นที่รับรู้ถึงโครงสร้างสภาเด็กและเยาวชนเขตและกรุงเทพมหานครผ่านช่องทางต่าง ๆ เช่น การประกาศตามโรงเรียน รัฐและเอกชน การสื่อสารผ่านสื่อออนไลน์ เพื่อทั้งขยายโครงสร้างของสภาเยาวชนให้ครอบคลุมเด็กและเยาวชนกลุ่มต่าง ๆ มากยิ่งขึ้น

 2. ส่งเสริมหน้าที่ให้สภาเด็กและเยาวชนเป็นพื้นที่ปลอดภัย (ทั้งออนไลน์ และ ออฟไลน์ ตัวแทนสภาเยาวชนตามสถาบันการศึกษา การจัดสภาเด็กและเยาวชนสัญจรตามพื้นที่ต่าง ๆ) ในการนำเสนอปัญหาและประเด็นต่าง ๆ ของเด็กและเยาวชนในพื้นที่ เช่น ปัญหาเกี่ยวกับหลักสูตรการศึกษา ปัญหาเกี่ยวกับการทุจริตในโรงเรียน

 3. เอาใจใส่ในการรับฟังความคิดเห็นของสภาเด็กและเยาวชน โดยสร้างช่องทางการสื่อสารโดยตรงกับ ผู้ว่าฯ กทม. และ ผอ.เขต เพื่อสร้างเครื่องมือในการแก้ไขปัญหาอย่างเป็นระบบ

 4. จัดสรรงบประมาณเพิ่มเติมเพื่อให้เด็กและเยาวชนมีอิสระ สามารถใช้ความคิดสร้างสรรค์ในการดำเนินโครงการต่าง ๆ ได้ (เพิ่มเติมจากที่กรมกิจการเด็กและเยาวชน และ กทม. มีให้ในปัจจุบัน) โดยงบประมาณเหล่านี้จะต้องสามารถเบิกและใช้ได้จริงจากเด็กและเยาวชน 

 5. เพิ่มการมีส่วนร่วมของสภาเด็กและเยาวชนในโครงการและการแก้ไขปัญหาที่เกี่ยวข้องกับเด็กและเยาวชนของ กทม.

 6. อำนวยความสะดวกในการทำงานของสภาเด็กและเยาวชนโดยจัดเตรียมสถานที่ที่เหมาะสมให้กับการประชุมกันของสภาเด็กและเยาวชนโดยให้มีที่ทำการอย่างน้อยครอบคลุมครบทั้ง 50 เขต

Details

Currently, youth inclusion in urban development is done through the following institutions. 

  - The Children and Youth Council of Thailand consists of the presidents of the district children and youth councils, the representatives from Mathayom and Vocational schools and universities, and the representatives of the youth and children.

  - The District Children and Youth Councils consist of local children and youth from Mathayom level to 25 years old.

The duties of the two councils include proposing opinions to the board regarding the performance of the government and public entities or the community organizations related to children and the youth in the districts and the provinces. [1] 

Even though the councils have good intentions, in reality, the operation still faces some problems, such as some children and youth are not aware of the existence of the councils, the government's work on children and youth does not include the councils' members in their work teams, and some budget is not allocated to projects developed by the children and youth councils.

 

Therefore, to promote youth inclusion in BMA's work and provide a system for children and the youth to express their opinions, BMA will take the following actions.

  1. Communicating with children and the youth about the children and youth councils in the district and Bangkok through many channels, such as public and private schools' announcements, and online media, so that the councils engage more children and youth from different groups.

  2. Promoting the youth and children councils as a safe space (online and offline, representatives of the children and youth councils from educational institutions, and mobile children and youth councils in different areas) for presenting problems and issues of children and the youth in the areas, such as study curriculums and corruptions in schools.

  3. Carefully listening to the opinions of the children and youth councils by building direct communication channels with the governor of Bangkok and the district directors for systematic problem solutions.

  4. Allocating more budget so that children and the youth are free to use their creativity in projects (in addition to the currently available budget by the Department of Children and Youth and BMA). This budget must be available for children and the youth.

  5. Improving the children and youth councils' inclusion in BMA's projects and solutions regarding children and the youth.

  6. Facilitating the work of the children and youth councils by providing proper places to hold the councils' meetings in 50 districts.
