กรุงเทพมหานครมีกฎหมายและเครื่องมือทางผังเมืองที่สามารถพัฒนาเมืองให้มีมาตรฐานตามหลักการทางผังเมือง แต่ที่ผ่านมาไม่มีการใช้เครื่องมือทางผังเมืองเพื่อการพัฒนาเมืองที่มีอยู่อย่างครบถ้วน ทำให้การพัฒนาเมืองที่ไร้ทิศทาง และมีโครงสร้างพื้นฐานที่ไม่สอดคล้องกับการพัฒนาเมือง

หนึ่งในเครื่องมือทางผังเมืองที่สำคัญต่อการพัฒนาเมืองคือ การจัดทำผังเมืองเฉพาะและการจัดรูปที่ดิน เพื่อให้มีการใช้เครื่องมือทางผังเมืองที่มีอยู่อย่างครบถ้วน กทม.จะพิจารณาพื้นที่ชานเมืองในการพัฒนาเมืองใหม่ เช่น บริเวณพื้นที่ว่างบริเวณการเคหะร่มเกล้า (มีพื้นที่ว่างเปล่าไม่มีการใช้ประโยชน์มากกว่า 700 ไร่) โดยอาศัยแนวคิดการทำเมืองบริวาร (satellite city) เพื่อลดความแออัดของพื้นที่ชั้นในและชั้นกลางของกรุงเทพฯ และทำให้เกิดศูนย์กลาง (hub) หลักในจุดต่าง ๆ ของกรุงเทพฯ เพื่อกระจายแหล่งงานไปยังพื้นที่ชานเมือง เกิดการนำแหล่งงานไปใกล้ย่านที่อยู่อาศัยชานเมืองมากขึ้น ลดการเดินทางจากพื้นที่ชานเมืองเข้าสู่พื้นที่ชั้นในและชั้นกลางของกรุงเทพฯ

  - Trade centers will be established in the suburban areas of Bangkok to increase job opportunities in the areas and reduce the number of people who commute to the inner area.

Details

Bangkok has laws and urban planning tools that can develop the city following the urban planning principles. However, the urban planning tools have not been extensively used. The development never had directions, and the infrastructure is not in line with the urban development principles.

The important urban planning tools for development are specific city plans and land readjustment. For extensive use of the existing urban planning tools, the BMA should consider the developing suburban areas, such as the vacant land at Keha Romklao (there is over 700 Rai of unused vacant land), by adhering to the satellite city concept to reduce the density of population in the inner and central areas of Bangkok and build hubs in other parts of Bangkok to create more job opportunities in the suburban areas, thereby reducing the number of people commuting from the suburban areas to the inner and central parts.
