เพราะสาธารณภัยในกรุงเทพฯ มีความหลากหลายมากกว่าแค่อัคคีภัย อีกทั้งยังมีสิ่งปลูกสร้างที่ขึ้นสลับหลากหลาย ทั้งอาคารสูง สะพาน ซอยเล็กซอยน้อย ชุมชนแออัด โรงงานอุตสาหกรรม จึงมีความจำเป็นที่เจ้าหน้าที่สำนักป้องกันและบรรเทาสาธารณภัย อาสาสมัครป้องกันและบรรเทาสาธารณภัย อาสาสมัครกู้ภัยจะมีความสามารถในการเข้าระงับเหตุการณ์ไม่คาดฝันรูปแบบต่างๆ 

กทม.จึงต้องพัฒนาหลักสูตรการฝึกอบรมกับเจ้าหน้าที่ปฏิบัติงาน อาสาสมัคร ให้มีความสามารถในการรับมือสอดคล้องกับบริบทของเมืองครอบคลุมอย่างน้อยในประเด็นต่อไปนี้
  - อัคคีภัยอาคารสูง 

  - โครงสร้างอาคารถล่ม 

  - เหตุสารเคมี เชื้อเพลิงรั่วไหล 

  - การกู้ชีพทางน้ำ เป็นต้น

There are more disasters in Bangkok than just fire. There are also multiple types of buildings next to one another, including high-rise buildings, bridges, small alleys, slum communities and factories. Therefore, it is necessary for Office of Disaster Prevention and Mitigation staff, disaster prevention and mitigation volunteers and rescue volunteers have the capability to suppress any kind of unforeseen situations.

The BMA plans to develop a comprehensive training course for officers and volunteers so that they are capable of handling incidents in correspondence with the urban context, covering at least the following items:

  - High-rise building fire;

  - Collapsed building structure;

  - Chemicals and fuel leak;

  - Water rescue, etc.
