จัดระเบียบสัตว์จร แก้ปัญหาผ่านการจัดการอย่างเป็นระบบ

คนกรุงเทพฯ ได้อะไร

  - กรุงเทพฯ จะมีหมาแมวจรลดน้อยลงหลังจากนโยบายทำหมันอย่างจริงจัง หลังจากสัตว์จรจะหมดช่วงอายุขัยตามธรรมชาติ เฉลี่ยประมาณ 10-15 ปี

  - หน่วยงาน กทม.จะมีศูนย์พักพิงฯ ที่สามารถดำเนินการรองรับสัตว์จรได้อย่างมีประสิทธิภาพ ลดการดำเนินงานล่าช้าจากการร้องเรียนเหตุในพื้นที่

  - คนกรุงเทพฯ สามารถรับเลี้ยงสัตว์ใหม่จากสัตว์จรในศูนย์พักพิงของ กทม. และศูนย์พักพิงเครือข่ายที่ผ่านเกณฑ์และมีความพร้อมที่เหมาะสม โดยมีสัตว์ที่มีสุขภาพดี แข็งแรงไม่มีโรค
 

รายละเอียด

ปี 2562 มีประชาชนร้องเรียนเหตุเกี่ยวกับสุนัขจรเฉลี่ย 4,500 ครั้ง โดยในพื้นที่กรุงเทพฯ คาดการณ์ว่าสุนัขจรมีจำนวนมากถึง 160,000 ตัว อย่างไรก็ตาม จำนวนดังกล่าวไม่เพียงพอกับศูนย์พักพิงของทั้งภาครัฐและภาคประชาสังคม ซึ่งหากต้องการแก้ไขปัญหาสัตว์จรในระยะยาว กทม.ต้องดำเนินการอย่างจริงจังร่วมกับหน่วยงานภาครัฐที่เกี่ยวข้อง ภาคเอกชน และภาคประชาสังคม เพื่อตัดวงจรสัตว์จรและแก้ไขปัญหาในระยาวอย่างยั่งยืน 

 

ดังนั้น กทม.จะดำเนินการ 4 ด้าน ประกอบด้วย

  1. จัดชุดออกปฏิบัติการทำหมันและฉีดวัคซีนเชิงรุกอย่างมียุทธศาสตร์ - ด้วยการคัดเลือกพื้นที่เร่งด่วนและจัดลำดับความสำคัญ การดำเนินการต่อเนื่องแบบพื้นที่ปิดและพื้นที่ใกล้เคียงตามกลุ่มเขต ร่วมมือกับกรมปศุสัตว์ คลินิกเอกชน และคณะสัตวแพทย์ ในระดับมหาวิทยาลัย ในการปูพรมดำเนินการเร่งตัดวงจรสัตว์จรให้หมดในช่วงอายุและไม่ขยายพันธุ์โดยธรรมชาติ ควบคู่กับการจัดทำฐานข้อมูลทั้งสุนัขและแมวจรให้เป็นปัจจุบันและลงรายละเอียดระดับพื้นที่ แก้ไขข้อจำกัดของเจ้าหน้าที่ กทม.และสัตวแพทย์ที่มีจำนวนไม่เพียงพอ

  2. เปลี่ยนสุนัขจรเป็นสุนัขชุมชน - โดยขึ้นทะเบียนและติดสัญลักษณ์หลังจากมีการทำหมันฉีดวัคซีนแล้วในสัตว์จรที่ไม่ดุร้ายและมีประชาชนหรือชุมชนช่วยกันดูแลในละแวกพื้นที่ โดยเป็นไปตามความสมัครใจของชุมชนและการมีส่วนร่วมของพื้นที่

  3. ปรับปรุงศูนย์พักพิงของ กทม. และกำกับดูแลศูนย์ของเอกชนให้มีมาตรฐาน - ดำเนินการต่อเนื่องต่อจากการปรับปรุงโครงสร้างพื้นฐาน ขยายสู่การปรับปรุงการบริหารจัดการ การเพิ่มชุดหน่วยปฏิบัติการ ตลอดจนเจ้าหน้าที่ที่ดูแลเรื่องสวัสดิภาพของสัตว์จรให้เป็นไปตามมาตรฐานสากล ร่วมมือกับสัตวแพทย์ผู้เชี่ยวชาญ ภาคประชาสังคม ตลอดจนองค์กรไม่แสวงหากำไรในต่างประเทศในการควบคุมดูแลมาตรฐานศูนย์พักพิงอิสระของภาคประชาสังคม ในเรื่องสวัสดิภาพสัตว์และสภาพแวดล้อมไม่ให้ส่งผลกระทบต่อผู้ที่อยู่อาศัยในบริเวณข้างเคียง

  4. ส่งสัตว์จรกลับสู่สถานะสัตว์เลี้ยง (Adopt Not Shop) - ผ่านการมีบ้านและเจ้าของใหม่ที่มีความพร้อม ด้วยขั้นตอนการสมัคร การสัมภาษณ์ ตลอดจนการดูความพร้อมของเจ้าของ เช่น อาชีพการงาน และลักษณะที่อยู่อาศัยที่มีความเหมาะสมกับสายพันธุ์ รูปแบบการดำเนินงานผ่านการประชาสัมพันธ์ผ่านช่องทางของ กทม. ตลอดจนการจัดกิจกรรมส่งเสริมต่างๆ (อีเวนต์) ร่วมกับภาคประชาสังคมและภาคเอกชน

Regulation of stray animals: Solution through systematic management

 

What will Bangkok residents get?

  - Fewer stray cats and dogs after strict implementation of sterilization policy, considering their natural lifespan of approximately 10 to 15 years

  - BMA’s shelters for efficient handling of stray animals, reducing delays in operational responses to complaints

  - Opportunities to adopt healthy and disease-free stray animals from BMA shelters and certified and ready network shelters

 

Details

In 2019, an average of 4,500 people filed complaints about stray dogs. It’s estimated that as many as 160,000 stray dogs are in Bangkok, exceeding the capacity of the government and civil society’s shelters. For long-term and sustainable solution, BMA needs to cooperate with relevant government agencies, private sector and civil society in order to break the cycle of stray animals.

 

The BMA plans to carry out the following four operations:

  1. To strategically implement proactive sterilization and vaccination: selecting urgent areas and prioritizing them; continuous operation in closed areas and nearby neighborhoods by according to district groups; cooperating with Department of Livestock Development (DLD), private veterinary clinics and Faculties of Veterinary Medicine at universities in expediting the breaking of stray animals’ cycle and preventing them from natural propagation; updating database of stray dogs and cats with area-specific details; and solving the shortage of BMA officials and veterinarians;

 

  2. To transform stray dogs into community dogs: registering stray animals that are not feral and being looked after by the community, and attaching a symbol to them after sterilization and vaccination in accordance with the community’s willingness and participation;

           

  3. To improve BMA animal shelters and to standardize private shelters: progressing from infrastructure development to management improvement; increasing operation units as well as staff in charge of stray animals’ welfare in accordance with international standard; and cooperating with expert veterinarians, civil society and overseas non-profit organizations in standard supervision of independent shelters run by civil society, regarding animal welfare and impact on nearby residents;

           

  4. To transform stray animals into pets (Adopt, Not Shop): finding them new homes and new and ready owners with proper application process, interview and assessment of new owners’ readiness, such as their occupation and habitats that are suitable for each breed, with public relations through BMA’s channels as well as promotional events co-organized with civil society and private sector.
