จัดชุดปฏิบัติการสำรวจตรวจตราคนไร้บ้านและขอทานในเมือง

คนกรุงเทพฯ ได้อะไร

  - ลดปัญหากลุ่มคนไร้บ้านหรือกลุ่มขอทานที่กระจายตัวอยู่ในหลายพื้นที่ของเมือง 

  - ความปลอดภัยทั้งในตัวกลุ่มคนเปราะบาง ตลอดจนสุขภาวะอนามัยและสภาพแวดล้อมของเมืองที่ดีขึ้น

ด้วยสภาพสังคมและเศรษฐกิจในปัจจุบันทำให้ประชากรกลุ่มเปราะบางจำนวนมากกลายเป็นคนไร้บ้าน อีกทั้งยังพบเด็กและสตรีที่เข้ามานั่งขอทานตามจุดพื้นที่การค้าและพื้นที่สัญจรหนาแน่น โดยที่ผ่านมา กทม.มีบทบาทในเชิงตั้งรับและไม่ได้ร่วมดำเนินการอย่างจริงจังในการแก้ไขปัญหานี้อย่างเป็นระบบ

 

ดังนั้น กทม.จะดำเนินการเชิงรุกในการดูแลความเป็นระเบียบเรียบร้อยและสวัสดิภาพของประชาชน โดย 

  1. จัดชุดเจ้าหน้าที่เทศกิจ ร่วมกับเจ้าหน้าที่สำนักพัฒนาสังคมฯ ปฏิบัติการออกตรวจตราคนไร้บ้านและขอทานเมือง ร่วมกับหน่วยงานที่เกี่ยวข้อง เช่น เจ้าหน้าที่กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ เจ้าหน้าที่ตำรวจ นักสังคมสงเคราะห์ และเครือข่ายภาคประชาสังคม เพื่อบูรณาการการรับมือและแก้ไขปัญหาอย่างเป็นระบบ ป้องกันกลุ่มมิจฉาชีพหรือการค้ามนุษย์ที่กระทำผิดกฎหมาย  

  2. เปิดรับข้อมูลเรื่องร้องเรียน ผ่านสายด่วนและช่องทางแพลตฟอร์มออนไลน์ที่ประชาชนสามารถร่วมแจ้งเบาะแสที่พบเห็น เพื่อให้ กทม.ดำเนินการแก้ไขอย่างรวดเร็ว

Homeless and Beggar Surveillance in Urban Area

 

What will Bangkok residents get?

  - Reduce the problem of homelessness and beggars in many areas of the city

  - Security for the vulnerable, as well as better sanitation and urban environment

 

Details

With today's socio-economic conditions, many vulnerable populations have become homeless. In addition, children and women are found begging in commercial and high-traffic areas. Up until now, the BMA is on its defensive role and does not take action seriously in finding a systematic solution to the issue.

 

Therefore, BMA will proactively take care of the orderliness and welfare of the people by:

  1. Requiring municipal officers, together with the staff from the Department of Social Development and Welfare, to patrol the area for the homeless and beggars, systematically solving the issue with the Ministry of Social Development and Human Security, the police, social workers, and public networks, and protecting these people from being the victims of unlawful activities and human trafficking.  

  2. Opening a channel for receiving complaints through hotlines and online platforms that people can file a report of what they see in order for the BMA to respond quickly.
