ปัจจุบันกิจกรรมหลายอย่างของประชาชนทั้งเชิงสังคมและเชิงเศรษฐกิจจำเป็นต้องขออนุญาตกับ กทม.ซึ่งการขออนุญาตหลาย ๆ ครั้งมียากและสับสน เนื่องจากใบอนุญาตจะขึ้นอยู่กับตัวบทกฎหมาย ซึ่งต้องอาศัยประสบการณ์และความเข้าใจในการขอใบอนุญาต เช่น การขออนุญาตเพื่อเปิดร้านอาหาร ต้องมีการขออนุญาตอย่างน้อย 2 ใบอนุญาตจาก กทม. ได้แก่ใบอนุญาตประกอบกิจการอันตราย (กิจการที่เกี่ยวกับอาหาร [1]) และ การจัดแจ้งสถานที่การจำหน่ายหรือสะสมอาหาร [2] (นอกเหนือจากนี้ยังมีใบอนุญาตที่เกี่ยวข้องกับหน่วยงานรัฐอื่น ๆ เช่น ใบขายยาสูบ จากกรมสรรพสามิต)

ดังนั้นเพื่อสร้างความสะดวกให้กับการดำเนินกิจกรรมต่าง ๆ ของประชาชน กทม. จะศึกษาการพัฒนารูปแบบการขออนุญาตตามประเภทของกิจกรรมของประชาชน เช่น การจัดกิจกรรมกลางแจ้ง (กิจกรรมที่ใช้เสียงและต้องรวมตัวกันของประชาชน) โดยการขออนุญาตในรูปแบบนี้จะมีลักษณะเบื้องต้นดังนี้

1. กทม.จะให้ประชาชนดำเนินการประสานงานกับ กทม.เพียงครั้งเดียว จากนั้น กทม.จะประสานงานขอใบอนุญาตต่าง ๆ ที่เกี่ยวข้องให้

2. กทม.จะช่วยประสานงานกับภาครัฐอื่น ๆ ที่เกี่ยวข้อง เช่น การประสานงานกับตำรวจนครบาลเกี่ยวกับใบอนุญาตให้ทำการโฆษณาโดยใช้เครื่องขยายเสียง การประสานงานกับกรมสรรพสามิตในการส่งต่อข้อมูลการขออนุญาต

3. กทม. จะช่วยให้คำแนะนำและข้อมูลการติดต่อกับสิ่งอำนวยความสะดวกในพื้นที่ เช่น ลานจอดรถเอกชนในพื้นที่ใกล้เคียง

What will Bangkok residents get?

- More convenient, comprehensible and streamlined application process for BMA’s licenses

Details

At present, organizers of many social and economic activities in Bangkok are required to apply for BMA’s licenses, many times a difficult and confusing process. As licenses are based on the laws, the applicants need to have experience and comprehension. For example, to open a restaurant, one needs to obtain two licenses from the BMA, including that for hazardous business (Food-related business [1] ) and notification of food distribution or storage locations [2] (in addition to licenses by other government agencies, like that for tobacco sales from the Excise Department, Ministry of Finance).

To better facilitate people’s activities, BMA plans to develop function-based licenses, such as that for organizing outdoor activities (activities with sound and public assembly). Preliminary features are as follows:

1. People will have to pay only one visit to a BMA office and BMA will then coordinate with relevant agencies in application for relevant licenses;

2. BMA will coordinate with relevant government agencies, such as Metropolitan Police for the license for advertising with the use of loudspeakers; and Excise Department for forwarding of license application information;

3. BMA will provide advice, contact information and neighborhood facilities information such as that of nearby private parking lots.
